An institutional culture and institutional practices that put these values at the center of public life must be developed.<\/p>\n<p>Revising and updating Portuguese legislation in light of relevant European directives is only the first step. To prevent corruption in public procurement, and ensure the highest levels of integrity and transparency in these processes, institutional practices and monitoring and control mechanisms are needed in the front line.<\/p>\n<\/div>\n<\/div>\n<p>In a nutshell, public spending must be good spending.<\/p>\n<\/div>\n<\/div><\/div><\/div><\/div><div id=\"pgc-4134-1-1\"  class=\"panel-grid-cell\" ><div id=\"panel-4134-1-1-0\" class=\"so-panel widget widget_sow-editor panel-first-child panel-last-child\" data-index=\"2\" ><div class=\"panel-widget-style panel-widget-style-for-4134-1-1-0\" ><div\n\t\t\t\n\t\t\tclass=\"so-widget-sow-editor so-widget-sow-editor-base\"\n\t\t\t\n\t\t>\n<div class=\"siteorigin-widget-tinymce textwidget\">\n\t<h4 class=\"sow-sub-headline\">What are Public Contracts?<\/h4>\n<p class=\"sow-sub-headline\">Public contracts are contracts entered into by the State, Autonomous Regions, local authorities, public institutes, independent administrative bodies, public foundations, public associations, public companies, or other entities created or financed by public legal persons, and some other entities in the fields of water, energy, transport and postal services.<\/p>\n<p><a href=\"http:\/\/www.base.gov.pt\/Base\/pt\/PerguntasFrequentes\">FAQ<\/a><\/p>\n<h4 class=\"sow-sub-headline\">What changed on 1 January 2018?<\/h4>\n<div dir=\"ltr\">\n<div class=\"gmail_default\">Decree-Law No. 111-B\/2017 amended the Public Procurement Code, which was approved by Decree-Law No. 18\/2008 of 29 January.
