{"id":12645,"date":"2021-06-02T08:00:02","date_gmt":"2021-06-02T07:00:02","guid":{"rendered":"https:\/\/transparencia.pt\/?p=12645"},"modified":"2021-06-02T10:37:11","modified_gmt":"2021-06-02T09:37:11","slug":"fighting-corruption-and-poor-governance-in-cplp-to-improve-human-rights","status":"publish","type":"post","link":"https:\/\/transparencia.pt\/en\/fighting-corruption-and-poor-governance-in-cplp-to-improve-human-rights\/","title":{"rendered":"Fighting corruption and poor governance in CPLP to improve Human Rights"},"content":{"rendered":"<h1>Fighting corruption and poor governance in CPLP to improve Human Rights<\/h1>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone size-full wp-image-12484\" src=\"https:\/\/transparencia.pt\/wp-content\/uploads\/2021\/06\/CPLP.jpeg\" alt=\"\" width=\"780\" height=\"468\" srcset=\"https:\/\/transparencia.pt\/wp-content\/uploads\/2021\/06\/CPLP.jpeg 780w, https:\/\/transparencia.pt\/wp-content\/uploads\/2021\/06\/CPLP-300x180.jpeg 300w, https:\/\/transparencia.pt\/wp-content\/uploads\/2021\/06\/CPLP-768x461.jpeg 768w\" sizes=\"(max-width: 780px) 100vw, 780px\" \/><\/p>\n<p>On the occasion of the UN General Assembly Special Session against corruption (<a href=\"https:\/\/uncaccoalition.org\/ungass\/\">UNGASS2021<\/a>), which starts today, and after several years of news about corruption scandals related to Portuguese Speaking Countries, Transpar\u00eancia e Integridade has sent a joint statement to the Community of Portuguese Speaking Countries, endorsed by 10 other civil society organizations, to consider the need to strengthen its anti-corruption and governance standards.<\/p>\n<p>The 11 organizations signing this joint statement are: Associa\u00e7\u00e3o Justi\u00e7a, Paz e Democracia (Angola); Associa\u00e7\u00e3o M\u00e3os Livres (Angola); Associa\u00e7\u00e3o Pro Bono (Angola); Centro de Integridade P\u00fablica (Mozambique); Centro de Integridade P\u00fablica (S\u00e3o Tom\u00e9 and Pr\u00edncipe); EG Justice (Equatorial Guinea); Observat\u00f3rio de Imprensa (Angola); Observat\u00f3rio da Democracia e Governan\u00e7a (Guinea Bissau); Plataforma de Reflex\u00e3o (Angola); Transpar\u00eancia e Integridade \/ Transparency International Portugal and Transparency International Brazil.<\/p>\n<p>According to these organizations, &#8220;commercial interests are prevailing over Human Rights&#8221; in Equatorial Guinea, while &#8220;inequalities continue to prosper&#8221; in that African country. The signatories also say it is &#8220;worrying that, seven years after joining the CPLP, Equatorial Guinea has not yet abolished the death penalty, as required by the organization&#8217;s statutes.<\/p>\n<p>Portugal is not left out of the criticism, since it continues to be &#8220;a facilitator of corruption schemes, illicit financial flows and money laundering, which end up entering the European Union,&#8221; as the <strong><a href=\"https:\/\/www.icij.org\/investigations\/luanda-leaks\/\">#LuandaLeaks<\/a><\/strong> case has shown. Furthermore, <strong><a href=\"https:\/\/www.egjustice.info\/equatorial-guinea-and-the-cplp-stories\">investigations<\/a><\/strong> into the alleged corruption of Portuguese companies related to the elites in Equatorial Guinea are progressing at a very slow pace.<\/p>\n<p>In this sense, the eight organizations signing the joint declaration ask the CPLP to commit to &#8220;adopt and implement the recommendations of the European Union, as well as the UNCAC and the OECD Anti-Bribery Convention applicable to several CPLP states&#8221;.<\/p>\n<p>According to the co-signatories, this commitment, together with public support for the <strong><a href=\"https:\/\/ungass2021.unodc.org\/uploads\/ungass2021\/documents\/session1\/contributions\/TI_UNCAC_Coalition_Proposal_for_Asset_Recovery_Agreement.12.6.2020.pdf\">proposal of Transparency International and the UNCAC Coalition for the establishment of a Multilateral Agreement on Asset Recovery and Victim Compensation<\/a><\/strong>, and strict respect for the rule of law and the fundamental rights of citizens &#8211; including freedom of association and freedom of expression and assembly &#8211; &#8220;will ensure that fundamental democratic values are preserved within the Community.<\/p>\n<p>Making themselves available to &#8220;support these efforts, at national and community level,&#8221; they conclude by arguing that &#8220;the CPLP cannot continue to ignore that much of this suffering is amplified by the lack of a serious commitment to eradicate corruption, for example, through the implementation of anti-money laundering guidelines and the end of illicit financial flows from CPLP countries in the Global South, enabled and channeled through Portugal.<\/p>\n<p>Visit the <a href=\"https:\/\/transparencia.pt\/anti-corrupcao-cplp\/\"><strong>webpage<\/strong><\/a> dedicated to this issue.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>It is important that the CPLP agenda at the UN General Assembly Special Session (UNGASS2021) considers the need to strengthen its anti-corruption and governance standards in Equatorial Guinea.<\/p>\n","protected":false},"author":54,"featured_media":12484,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"inline_featured_image":false,"_jetpack_memberships_contains_paid_content":false,"footnotes":""},"categories":[233,231],"tags":[],"class_list":["post-12645","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-luanda-leaks-en","category-news"],"aioseo_notices":[],"jetpack_featured_media_url":"https:\/\/transparencia.pt\/wp-content\/uploads\/2021\/06\/CPLP.jpeg","jetpack_sharing_enabled":true,"_links":{"self":[{"href":"https:\/\/transparencia.pt\/en\/wp-json\/wp\/v2\/posts\/12645","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/transparencia.pt\/en\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/transparencia.pt\/en\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/transparencia.pt\/en\/wp-json\/wp\/v2\/users\/54"}],"replies":[{"embeddable":true,"href":"https:\/\/transparencia.pt\/en\/wp-json\/wp\/v2\/comments?post=12645"}],"version-history":[{"count":1,"href":"https:\/\/transparencia.pt\/en\/wp-json\/wp\/v2\/posts\/12645\/revisions"}],"predecessor-version":[{"id":12647,"href":"https:\/\/transparencia.pt\/en\/wp-json\/wp\/v2\/posts\/12645\/revisions\/12647"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/transparencia.pt\/en\/wp-json\/wp\/v2\/media\/12484"}],"wp:attachment":[{"href":"https:\/\/transparencia.pt\/en\/wp-json\/wp\/v2\/media?parent=12645"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/transparencia.pt\/en\/wp-json\/wp\/v2\/categories?post=12645"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/transparencia.pt\/en\/wp-json\/wp\/v2\/tags?post=12645"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
